Start and stop of crawls should be more graceful

Yioop should support properly closing a crawl if no fetcher heard from. It should support dynamically changing crawl parameters. It should support save the crawl queue contents to schedules in the case of a crawl shutdown.

This was fixed over several commits culminating with a78f7d6.
