The configure.ini file you posted didn't have the translations. Can you please locate and post the correct one.

Patch includes configurable option for yioop advertisements and variable name changes.

Can you redo the upgrade_function code? You need to create a new version as your old code already upgraded to version 32. People who pulled the changes in the last couple weeks won't be able to upgrade using your code. Leave what was there for 32 alone and make a version 33. Then test the upgrade. Remember to modify the version number in the config.php file for the patch.
