crawl.ini file location should be WORK_DIRECTORY

Right now, the crawl.ini file is stored in the configs directory. It would be better to have a default version in the data directory which then gets copied to the user's WORK_DIRECTORY if it doesn't already exist there. This way crawl initialization data doesn't get lost as easily if the user upgrades his copy of the yioop engine. Also, it would mean only the config.php file would need to have write permissions.
