Named Entity Tab under Page Options

The user should be able to add named entities either individually or as file upload. They should be able to view all entities for a particular locale They should be able to Edit/Delete the entities

Happy New Year! I've applied your code to a local branch that I am working on and it seems to work well. It should appear in when I finally merge and push what I am working on.
