Make some of the config.php configuration options available via a GUI

It would be nice to be able to control, the byte range of downloaded pages, the file extensions Yioop is allowed to download, the weight factor yioop gives to each extension via a GUI.

IT would be also cool if you could control the recrawl a page frequency for a yioop crawl
